Q: what does the koran say about the zakaat?

Oh scholars of Islam. I swear if you were correctly guided Allah would not have send me to you to guide you on the true path from the Koran
    .

It is time oh scholars of Islam to clarify the third pillar of Islam (the zakaat) which is obligatory to you.

And those who hoard up gold and silver [Al-Kanz: the money, the
Zakat of which has not been paid] and spend them not in the Way of Allah, announce unto them a painful torment.
On the Day when that (Al-Kanz: money, gold and silver the Zakat of which has not been paid) will be heated in the Fire of Hell and with it will be branded their foreheads, their flanks, and their backs, (and it will be said unto them): "This is the treasure which you hoarded for yourselves. Now taste of what you used to hoard."
    At-Taubah, Chapter #9, Verse #34

So the question that should be asked here is: Did Allah make it obligatory to you to spend all of your money for him? And the answer can be found in the verse:

and those whose money contain a known right, for the ones who ask (money) and for the ones who are prevented there of (of the money/the poor)
    Al-Maarij, Chapter #70, Verse #24-25

and then we have another question: what is the amount/value of that right in the book, and you will find it here in this verse
    :

and whoever comes with a good deed, he shall receive the like of it ten fold - Al-Anaam, Chapter #6, Verse #160

and so you now know that Allah has applied one tenth of your gold and silver, so if you extract a tenth for Allah then it is like extracting it all for allah, since Allah writes one good deed equivalent to it ten fold in line with the verse
    :

and whoever comes with a good deed, he shall receive the like of it ten fold
    Al-Anaam, Chapter #6, Verse #160

So if one of you has 100grams of gold, in order to know how much of it is the tenth he divides the 100 by 10 and so the right of Allah is 10 gram[
and that is the 10 %(tenth) of the 100 gram of gold. So if he extracts that amount of it for Allah and spends it for the sake of Allah, then Allah will write it as if he spend all the 100 grams, and this is because the one good deed is written as 10 fold its like.

and this is the share of Allah that is obligated from your money that you have earned – as for the gains of war or the spoils of war, you have to extract double that amount in line with the verse
    :

And know that whatever of war-booty that you may gain, verily one-fifth (1/5th) of it is assigned to Allah, and to the Messenger, and to the near relatives, (and also) the orphans, Al-Masakin (the poor) and the wayfarer, if you have believed in Allah and in that which We sent down to Our slave (Muhammad صلى الله عليه وسلم) on the Day of criterion (between right and wrong), the Day when the two forces met (the battle of Badr); And Allah is able to do all things.
    Al-Anfal, Chapter #8, Verse #41

so the zakaat on the spoils of war which Allah has given to you is different that the money you earn – that is why it is double in line with the verse

And know that whatever of war-booty that you may gain, verily one-fifth (1/5th) of it is assigned to Allah

so if one of you gained a war booty of 100gram gold then the share of Allah there in is 20 grams

so what is the fifth of 100 gram, It is 20 grams,
that is the fifth of 100 grams but the money you earn,
Allah’s right there in is just a tenth
so how can you deviate from the verses of Allah that are so clear in line with the verse

And indeed We have sent down to you manifest Ayat (these Verses of the Qur'an), and none disbelieve in them but Fasiqun (those who rebel against Allah's Comman
    d

did we not promise you that we are able with the will of Allah to explain in detail to you all the pillars of islam from the Koran? And so we will clarify it to you just as prophet Mohamed (peace be on him) clarified it in line with the verse

And We have also sent down unto you (O Muhammad) the Dhikr [reminder and the advice (i.e. the Qur'an)], that you may explain clearly to men what is sent down to them, and that they may give thought.
    An-Nahl, Chapter #16, Verse #44

until we return you to the original path of the prophet from the Koran and the true sunnah – and the truth has the superior right to be followed, and still he have a lot to explain in the zakaat, and I warn those who have denied paying their zakaat, Allah will not accept their shahadat and their prayers, fasting, and not their pilgrimage then they shall suffer in the hell fire
    .

And those who hoard up gold and silver [Al-Kanz: the money, the Zakat of which has not been paid] and spend them not in the Way of Allah, announce unto them a painful torment
    At-Taubah, Chapter #9, Verse #34

and the zakaat is not to be extracted from the same amount of money each time as some people who have no knowledge say that the zakaat of 100 gram of gold must be extracted each time from the same amount, for this means the money will be gone in a couple of years
    .

and those whose money contain a known right for those who ask (money) and those who don’t (those who do not have
    )

So where would the known right be if it is extracted every time? Let us say one of you has 100 grams of gold, he saved it for his children and then passed away. Then you ask the known right to be extracted from this 100 gram of gold each year. This means that after 10 years the amount he saved for his children will be gone. Do you not fear Allah people who claim such things? The known right for Allah is a tenth of that amount, if he extracts that amount he is clean and pure until the day of judgment. Allah did not obligate him to pay that right except once only, once only, once only and not each time or each year. The known right of Allah is only on the NEW money that is earned and so the new money is purified and cleaned so fear Allah and learn from his words and salaam to all apostles and all thanks goes to Allah

    More details on Zakaat:

We will add more details on the zakaat. So anyone whose money reaches the value of 10 grams of Gold or Silver or more is obligated to pay the zakaat. I will explain to you the difference between the obligatory sadaqa and the non obligatory (additional donation) sadaqa. The truth can be found in the verses of Allah:

And indeed We have sent down to you manifest Ayat (these Verses of the Qur'an which inform in detail about the news of the Jews and their secret intentions, etc.), and none disbelieve in them but Fasiqun (those who rebel against Allah's Command). - Al-Baqara, Chapter #2, Verse #99

Whoever brings a good deed shall have ten times the like thereof to his credit, and whoever brings an evil deed shall have only the recompense of the like thereof, and they will not be wronged. Al-Anaam, Chapter #6, Verse #160

And the “hasana” here means good deed, the good actions that is obligatory for the believers from Allah. Those who perform those good deeds that are obligatory will not receive its equal but ten fold its like. So now we can calculate how much exactly the obligatory zakaat is. I find it in the book for each ten gram of gold or silver we must pay one tenth (1/10) and how do we do that? We divide the amount by ten equal parts and give away one part of the ten parts. That is the tenth. This is Allah’s right, and so it will be written for him ten fold as if he spend all his money for Allah. In line with the verse:

Whoever brings a good deed shall have ten times the like thereof to his credit,

And those who hoard up gold and silver [Al-Kanz: the money, the Zakat of which has not been paid] and spend them not in the Way of Allah, announce unto them a painful torment - On the Day when that (Al-Kanz: money, gold and silver the Zakat of which has not been paid) will be heated in the Fire of Hell and with it will be branded their foreheads, their flanks, and their backs, (and it will be said unto them): "This is the treasure which you hoarded for yourselves. Now taste of what you used to hoard."
    At-Taubah, Chapter #9, Verse #34

And so it is clear that in every 10 gram there is 1 gram tobe paid as zakaat even if you have 1,000,000 gram then there is still 100,000 gram zakaat to be paid. This is the share of Allah to be paid from the original 1,000,000 gram.

And since Allah will not write is as 100,000 gram but he ordered the angel “Raqib” to write it as if he spend all his 1,000,000 gram as zakaat hence it is written as ten fold its like.

Whoever brings a good deed shall have ten times the like thereof to his credit,

But there is a huge difference between the obligatory sadaqa and the non obligatory (additional donation) sadaqa. This is from the servant who loves Allah and wants to get closer to him. The obligatory sadaqa is rewarded and calculated ten fold its like, however the non-obligatory additional sadaqa is rewarded and calculated as 690 fold its like in line with the verse:

The likeness of those who spend their wealth in the Way of Allah, is as the likeness of a grain (of corn); it grows seven ears, and each ear has a hundred grains. Allah gives manifold increase to whom He wills. And Allah is All-Sufficient for His creatures' needs, All-Knower.
    Al-Baqara, Chapter #2, Verse #261

And so you find that the difference in its fold is 690 fold therefore in the book you shall find that al muqarabon (the close ones to Allah) and the people of the right. The muqaraboon (the close ones) did their obligatory duties then added on top of it more good deeds and sadaqat out of love for Allah and those people do not get enough from spending sadaqat for Allah, one of them wishes he had a mountain of gold to spend it all out of love for Allah and to get closer to him. Therefor Allah loves them and draws them nearer to him and each has a degree of what they did according to their own striving without flattery. In line with the ayah:

Did you observe him who turned away ().
And gave a little, then stopped (giving)?
Is with him the knowledge of the Unseen so that he sees?
Or is he not informed with what is in the Pages (Scripture) of Musa (Moses),
And of Ibrahim (Abraham) who fulfilled (or conveyed) all that (Allah ordered him to do or convey):
That no burdened person (with sins) shall bear the burden (sins) of another.
And that man can have nothing but what he does (good or bad).
And that his deeds will be seen.
Then he will be recompensed with a full and the best recompense.
    An-Najm, Chapter #53, Verse #34

Therefore those who did good Allah will double their reward the all knowing. Those who spend 1000 gram of gold and it is an obligatory sadaqa they will be rewarded its ten fold as if they spend 10,000 grams of gold, but if those 1000 grams were non obligatory Allah will reward them and calculate it as if they spend 700,000 grams which is far more than 10,000 grams, and surely there is a huge difference between 10,000 grams and 700,000 grams for who is more generous that Allah, the most Generous of all the generous ones.

Question: do we have to pay zakaat on our monthly salaries? And what is the amount we should pay?

If the monthly money/salary you receive reaches 10 grams of gold(or its equal in paper money) then you have to pay zakaat out of that money (1 gram of gold or its equal in paper money). However I do not find in the book that the zakaat should be paid on an amount that is equal to 9 grams of gold or its like in paper money since it did not reach 10 grams yet. As for someone who receives 19 grams of gold those must pay zakaat on the first 10 grams of gold only (1 gram of gold or its equal) and not the remaining 9 grams since it did not reach 10 grams yet. But if the money reaches 20 grams then the zakaat is obligatory on the whole amount (the fist 10 grams + the second 10 grams) which is 2 grams of gold. And I m not speaking of 2 grams of gold + manufacturing cost which is now a common thing for the gold shop owners, I speak only about the price of pure gold in the international markets without any manufacturing cost from the gold shop owners who change gold into decoration.

Question: who do we pay zakaat to? Who collects it? Who will receive it? Who will spend it? Is there a minimum for the zakaat or its obligatory for all muslims? Do we have to wait a certain period like one year before we pay it or do we pay it the moment we receive our salaries or incomes?

    Who collects the zakaat?

It will be delivered to those work for it, those whose duty is to collect it appointed by the khalifa of the muslims, and they receive a salary in line with the verse:

    those employed to collect it

As for its distribution it is the duty of the prophet or the khalifa to distribute it in its true sources and Allah did not allocate for the rich people a share in the zakaat that is delivered to the khalifa. Unless the prophet wants that to happen for a certain wisdom to soften the hearts of the people of this world for the religion and to increase their love to him, and those who do not receive this amount have no right to be ungrateful or angry since it is not their right anyways, therefore from the rich are hypocrites, who are ungrateful and angry with the prophet in line with the verse:

And of them are some who accuse you in the matter of (the distribution of) the alms. If they are given part thereof, they are pleased, but if they are not given thereof, behold! They are enraged! - Would that they were contented with what Allah and His Messenger gave them and had said: "Allah is Sufficient for us. Allah will give us of His Bounty, and so will His Messenger (from alms). We implore Allah (to enrich us)."
As-Sadaqat (here it means Zakat ) are only for the Fuqara' (poor), and Al-Masakin (the poor) and those employed to collect (the funds), and to attract the hearts of those who have been inclined (towards Islam), and to free the captives, and for those in debt, and for Allah's Cause (i.e. for Mujahidun - those fighting in a holy battle), and for the wayfarer (a traveller who is cut off from everything); a duty imposed by Allah. And Allah is All-Knower, All-Wise.
    At-Taubah, Chapter #9, Verse #58

As for what you refer to as (al hool) it is not referring to the zakaat of the money but the money that reaches a certain value (10 grams) to extract from it the share of Allah directly (one tenth).

The “hool” is referring to the zakaat that grows such as cattle, goats, cows and fruits and it has a different zakaat. As for the zakaat of the fruits, what is ( (يتلف should not be given to the wally as zakaat of the fruits but can be given to the poor. In line with the verse:

Verily, We have tried them as We tried the people of the garden, when they swore to pluck the fruits of the (garden) in the morning, - Without saying: Insha' Allah (If Allah wills).
Then there passed by on the (garden) a visitation (fire) from your Lord at night and burnt it while they were asleep.
So the (garden) became black by the morning, like a pitch dark night (in complete ruins). - Then they called out one to another as soon as the morning broke. - Saying: "Go to your tilth in the morning, if you would pluck the fruits." - So they departed, conversing in secret low tones (saying):
No Miskin (poor man) shall enter upon you into it today."
And they went in the morning with strong intention, thinking that they have power (to prevent the poor taking anything of the fruits therefrom).
But when they saw the (garden), they said: "Verily, we have gone astray." - (Then they said): "Nay! Indeed we are deprived of (the fruits)!" - The best among them said: "Did I not tell you: why say you not: Insha' Allah (If Allah wills)."
They said: "Glory to Our Lord! Verily, we have been Zalimun (wrong-doers)." - Then they turned one against another, blaming - They said: "Woe to us! Verily, we were Taghun (transgressors and disobedient) - We hope that our Lord will give us in exchange a better (garden) than this. Truly, we turn to our Lord (wishing for good that He may forgive our sins and reward us in the Hereafter). - Such is the punishment (in this life), but truly, the punishment of the Hereafter is greater if they but knew - Al-Qalam, Chapter #68, Verse #17

More details on the Zakaat Part 2:
In the name of God the most merciful the most benevolent. Peace be on all the apostles and all thanks goes to God. Dear questioner, I did not find any zakaat in the Koran called zakaat el fitr or zakaat Ramadan. This has been a trick from the rulers and their scholars to increase the income of “Beit Al Mal” (house of money) nothing more. We can explain the zakaat in details from the book of God/Allah the Koran. Then how can Allah make another zakaat. For surely there is only one zakaat that is obligatory. It is one of the pillars in islam of great importance for religion and for the country of the muslims.

As for your other question: is it allowed to pay the zakaat for helping in buying a satellite channel for example the channel of the mahdi “AlManbar” or is this considered a non obligatory zakaat on top of the obligatory and not an obligatory zakaat?

And so we answer you that the zakaat is not only to be paid to the poor alone but they have a share in it without having to give anything in return and their share is only that which is enough for their needs and their hunger, and no share is allocated for the rich unless there is something for it in return or a certain wisdom that the ruler sees fit in line with the verse:

They are the ones who say: "Spend not on those who are with Allah's Messenger, until they desert him." And to Allah belong the treasures of the heavens and the earth, but the hypocrites comprehend not Al-Munafiqoon, Chapter #63, Verse #7

The major share of zakaat is spend for Allah in line with the verse:

As-Sadaqat (here it means Zakat ) are only for the Fuqara' (poor), and Al-Masakin (the poor) and those employed to collect (the funds), and to attract the hearts of those who have been inclined (towards Islam), and to free the captives, and for those in debt, and for Allah's Cause (i.e. for Mujahidun - those fighting in a holy battle), and for the wayfarer (a traveller who is cut off from everything); a duty imposed by Allah. And Allah is All-Knower, All-Wise.
    At-Taubah, Chapter #9, Verse #60

And the word “those employed to collect” includes many expenses such as preparing force and armies in the name of Allah, salaries of workers in different sectors and based on it we build the institutions of the Islamic country. Also to be added to the house of money (Bait ElMal) of the muslims one fifth of the spoils of war and also the (gezeyah) tax which is exactly equal to the zakaat but for the muslims it is called zakaat because Allah will yozakeeh(purify) the ones who pay it.

As for the non muslims the name used it (gezeyah) instead of zakaat. This also will be added to the house of money (Bait ElMal) also to be added the incomes of the investment project of the Islamic country. For the workers will improve the economy and of the country and the meaning of (العاملين عليها) “those employed to collect” includes everyone who works with a salary and a duty and responsibility to improve the country, behind them is a governor who fears no one but Allah and who fears not those who plot a plot to corrupt or steal or bribe from the house of money (Bait ElMal) for if he discovers any stealing or robbing he will not hesitate to fire anyone who is responsible for that and who held the amanah even if it is his brother from his father and mother, and this is how the country will be free from corruption and free from injustice and so the economy will grow and poverty will disappear from the land and so will corruption and injustice due to the implication of the rules of God in the land and peace to all the apostles.

    More on Zakaat 3

In the name of God the most gracious the most merciful
Peace be on you and on all the apostles and as a reply to your question if there is any zakaat on the value of your house, I have not found anything in the book that indicates there to be any zakaat on the house and I dare not speak anything but the truth about God/Allah and peace be upon you.

As for the slaughter of animals during the Adha feast this is an obligatory sunnah from the book in line with the verse:

And the Budn (cows, oxen, or camels driven to be offered as sacrifices by the pilgrims at the sanctuary of Makkah) We have made them for you as among the Symbols of Allah, wherein you have much good. So mention the Name of Allah over them when they are drawn up in lines (for sacrifice). Then, when they are down on their sides (after slaughter), eat thereof, and feed the poor who does not ask (men), and the beggar who asks (men). Thus have We made them subject to you that you may be grateful.Al-Hajj, Chapter #22, Verse #36

And this is weather you are in the house or during haj in line with the verse:

and mention the Name of Allah on appointed days (i.e. 10th, 11th, 12th, and 13th day of Dhul-Hijjah), over the beast of cattle that He has provided for them (for sacrifice), [at the time of their slaughtering by saying: (Bismillah, Wallahu-Akbar, Allahumma Minka wa Ilaik).] Then eat thereof and feed therewith the poor having a hard time.
    Al-Hajj, Chapter #22, Verse #28
